ARTICLE I - NAME AND PURPOSE

Section A. This organization shall be known as the River City Quarter
Midget
Association, referred to as RCQMA as a branch of QMA (Quarter Midgets of
America).
Section B. Its purpose shall be to create and maintain a clean, safe, healthy
sports, which may be enjoyed by Father, Son, Mother, and Daughter in
close relationship with better Sportsmanship.
Section C. This shall be a non-profit organization. All Activities will be
sponsored by
VFW Post 8787.

ARTICLE II – MEMBERSHIP

Section A. Any person (man or woman) who is interested in the objectives
of RCQMA may apply for membership in this organization. This
organization reserves the right to refuse membership to any person.
Section B. All members shall take part in the programs assigned.
Section C. The QMA family membership dues will be the amount shown in
the current National QMA Rule Book. Renewals will be due as stated in the
Rule Book. The Club Dues, Alternate Handler Dues will be decided upon
and voted on at a regular club meeting between October 1 and December
31 each year.
All dues are due and payable as stated in the QMA National rule book and
are late on January 1 of each year. If any family's dues remain unpaid for 90
days after they become due, the family's name shall be removed from the
roll of membership. Families joining the club after June 1 of any year will
pay Club Dues at pro-rated rate for each full month remaining in the
calendar year. National QMA dues cannot be prorated. Local affiliated
members shall receive RCQMA mailings and other information, but shall
not have voting privileges or track usage. All monies collected on behalf of
the club shall be deposited into the bank account owned by the club.

ARTICLE III – OFFICERS

Section A. Titles - The Board of Officers of this club shall be President, Vice
President,
Secretary, Treasurer, Race Director, One Technical Director, and Safety
Director. The
offices of Secretary and Treasurer may be combined into one office by vote
of the
membership, effective with the election in November 2000. One Technical
Director will
be elected, he will oversee both Honda & Deco Tech with the help of an
assistant tech

Section B. Election and Tenure - The officers may be nominated prior to, or
from the
floor at the first regular meeting in November, with a verbal or written
acceptance at that
meeting. At the first regular meeting in November, the nominees will be
voted on by
ballet. A majority vote shall be necessary to elect. When there is only one
nominee for
an office, he or she may be elected by voice. All officers shall take office on
January 1
of the year following the election. A quorum shall consist of those
members present at
any regular meeting or special meeting of the club. Only those members
who re-new
their membership for the next year will be eligible to vote. Renewal
application and
national dues must be paid prior to or on the date of the election, beginning
with the
election in November 2000.
An individual may hold only one office at a time, effective with the election
in November
1991 and forward. Officers shall serve a term of one year.
Section C. Eligibility - Any member of the club shall be eligible for election
to any office
provided that he or she:
1. Is in good standing.
2. Was a member of the Club during the previous racing season.
Section D. Vacancies of Office - If any office, other the office of the
President, shall
become vacant, the President shall, at the earliest possible date, thereafter,
appoint
someone to fill an absent office. The member thus appointed shall
immediately enter
upon his/her duties and shall hold office until the next regular election.
Such as a partial
year of appointed position shall not apply to three-year consecutive
limitation above.
Section E. Duties of Officers –
1. The President shall:
a. Preside at all meetings of the club.
b. Call special meetings at his or her discretion, subject to the limitations of
Article IV,
Section B.
c. Appoint all committees not otherwise provided for.
d. Make provisions for the temporarily discharge of necessary duties of
absent or
suspended members.
e. Other than the election of officers, may vote only to break a tie. He or she
may waive
his or her right to vote.
f. May become a member of any special committee only by vote of the club.
g. See that the regulations of the club are enforced.
h. Carry out assignments and instructions given to him by vote of the club.
i. Act as club representative for the regional council for the year elected and
in the event
of club having two representatives, will serve as the second representative
as past
president. In the event the President is re-elected, he shall appoint a second
representative.
2. The Vice President shall:
a. Be an aide to the President and in case of the absence, disability, or
resignation
assume and perform the duties of the President.
b. Be directly responsible for publicity, trophies, and awards, the opening
and closing of
the Judges stand, and the Public Address System for all meets.
3. The Secretary shall:
a. Keep a permanent record book of the proceedings of all meetings.
b. Issue notices of meetings and agenda, after consultation with the
president.
c. Conduct the correspondence of the club.
d. Keep a current list of all members available.
e. Maintain and make available running total of points and positions of all
RCQMA
racers and Texas Shootout racers.
4. The Treasurer shall:
a. Collect all fees and dues.
b. Pay all bills of the club and render an account each month of all receipts
and
expenditures.
c. Submit the books for a semi-annual audit.
d. Maintain a cash change drawer for the concession stand and for the
tower for
registration monies. Shall take change drawer to and from the track on race
days.
5. The Race Director shall:
a. Coordinate all the time trials and work with the scorekeepers in setting
up the races
on each race date. He or she will see that the track is in a safe, racing
condition,
communication head sets and stop watch or electric timer are in accurate
and working
order, fences and tire retainers, etc. are in safe condition.
b. Be in charge of the Pit Steward, Technical Committee, Safety Director,
Timers and
Scorers, and Novice Committee, and shall appoint alternates to fill the job
of any of
these who do not appear for a race program.
c. Be responsible for recommending a race schedule for the club.
6. The Technical Director shall:
a. Be in charge of the Technical Committee to handle the technical affairs of
the
Association as per rules and regulations.
b. Assist the Safety Director at meets when necessary.
7. The Safety Director shall:
a. Handle all safety affairs of the Association and be responsible to see that
all cars
meet QMA safety rules.
b. Hold safety inspections on opening day, and inspect each car at its first
appearance
of the year at the Austin track.
c. Be observant at all times of any safety violations.
d. Be responsible to the Race Director in seeing that the race track and track
equipment
are in a safe condition.
Section F. Board of officers – Four Officers shall constitute a quorum at all
Officer’s
meetings. The Board shall have the power and authority to enforce all rules
and
regulations as set forth in these By-Laws and to conduct club business in
the event of
an emergency.
Section G. Removal of Officers – Any officer may be removed for cause by
the majority
vote of the Officers, with the majority of vote of membership.

ARTICLE IV – MEETINGS

Section A. General Meetings – The purpose will be to transact the business
of the club.
General meetings shall be conducted at least every other odd month.
Section B. Special Meetings – May be called by the President of the club
when, after
consulting the other elected officers, he or she is convinced that the need is
sufficiently
urgent.
Section C. Order of Business – In all regular meetings of the club, the order
of business
shall be as follows:
1. Call to order.
2. Reading of the Minutes of the last meeting and their approval.
3. Treasurer’s report.
4. Reports of Special Committees.
5. Unfinished business.
6. New Business.
7. Adjournment.

ARTICLE V – SUSPENSION OF MEMBERS

Section A. Any member of RCQMA may be suspended if found guilty of any
violations
in the club rules and QMA regulations. QMA code of conduct will be
followed and enforced at all times.
Section B. If a member’s actions result in permanent suspension from
RCQMA, QMA
will be notified of the proceedings.
Section C. All members must follow the chain of command within QMA.

ARTICLE VI – AMENDMENTS

Section A. The Constitution and Bylaws of this club may be amended at
any regular
business meeting of the club with a majority vote of those present and
voting; provided
that written notice of the proposed amendments has been given to all
members.

ARTICLE VII – FINES AND ASSESMENTS

Section A. Participation in club activities and track workdays are mandatory
for all
members. A fine will be assessed to those members who do not participate
in track
workdays or who do not assist in various racing tasks during the race
event. These
tasks include but are not limited to working in the concession stand or
tower, scales,
and raffle table. The amount and frequency of the fines will be decided upon
by the
membership at the beginning of each racing season. If a member fails to
pay the fine or
assessment, they will not be allowed to participate in any club races until all
fines and
assessments are brought up to date. For the race season beginning in
2001, all out of
town club members may be excused from participating in the mandatory
track work
days, however will be required to work in the concession stand for at least
four hours at
the next race. Failure to participate in the work days or work in the
concession stand will
result in the fine being implemented. Fines must be paid in order for the
member to
race.

ARTICLE VIII – MONTHY DUES

Section A. The amount of monthly dues will be voted on by the
membership at the
election meeting held in November. Amount of the monthly dues will be
effective in
January of the following year. Members must pay their monthly dues by
the first race
day of the month or the 10th of the month, whichever occurs first. Dues are
to be paid
either at the track or mailed to the current treasurer’s home address. Failure
to pay dues
will result in the member not being allowed to race until all dues are
brought up to date.
